$xxx is your minimum annual income needed to be eligible, while $xxx is the threshold for your income to be considered a "heavily weighted positive factor" according to the Public Charge Rule. If your income is above this, you are less likely to recieve income scrutiny.
If you fall between these two numbers, it simply means you may need to provide additional information to demonstrate your ability to support the sponsored alien.
If you do not meet this minimum, or you are close to it, you may be able to use a portion of certain assets, or a joint sponsor. Assets and self-employed income are always scrutinized more heavily than earned income from a traditional W2 job.
